Welcome to the City of Santa Ana Online Permit System (OPS)! The online permitting system is designed
as a fast and easy way to obtain simple residential permits that do not require a plan check. Contractors
and Property Owners may take advantage of this online function to obtain permits. Our goal is to help you
get your permit, and your project, completed quickly and efficiently.
Solar permitting is only available for SolarAPP+ Applications through OPS.
Online System Requirements:

Note to Contractors:
Please have the following available in order to complete the registration process:
- Current contractor’s licensing information, license number and expiration date
- Current worker’s compensation policy carrier, policy number and expiration date
- Current City of Santa Ana business license number and expiration date
Terms of Agreement
The Online Permit System (hereafter referred to as OPS) is owned and operated by the City of Santa Ana. The OPS is provided as a service to you (hereinafter referred to as the User) under the following Terms of Agreement and any operating rules or policies that may be promulgated by the City of Santa Ana which are incorporated by reference. The following terms comprise an agreement between the User and the City of Santa Ana for use of the OPS.
TERMS OF AGREEMENT:
- The User will pay for any telephone service and credit card fees associated with the OPS.
- The User must provide current, complete, and accurate registration information.
- The User is responsible for maintaining the accuracy of the registration information if there is any change. If any information provided by the User is inaccurate, the City of Santa Ana retains the right to terminate the User’s right to use the OPS.
- The City of Santa Ana may change the Terms of Agreement at any time. In addition, the City of Santa Ana reserves the right to change or discontinue the OPS at any time with or without notice to the User.
- Once the registration process is complete, the User will receive a personalized User ID and a Password. Please retain this information for your records. The User is entirely responsible for maintaining the confidentiality of their User's ID and Password. Furthermore, the User is entirely responsible for any and all activities which occur in the OPS associated with the User ID and Password. The User can terminate the User ID at any time by notifying the City of Santa Ana. Additionally, the User agrees to immediately notify the City of Santa Ana of any unauthorized use of any User ID and Password or any other security concerns of the User.
- The User agrees that the use of the OPS is at the User’s own risk. The OPS is provided on an "as is" and "as available" basis. The City of Santa Ana makes no warranty that the OPS be uninterrupted, timely or free.
- The User understands and agrees that any software downloaded or accessed through the use of the OPS is done at the User’s own discretion and risk and that the User will solely be responsible for any damage to the User's computer system or loss of data that results from the download or access of said software.
- The resale or commercial use of the OPS is strictly prohibited.
- Use of the OPS is subject to all applicable local, state and federal laws and regulations.
- Violation of the terms of this agreement may cause the User to be disqualified from using the OPS.
- The User certifies that they have read and understand the terms of this agreement and that all the registration information provided is true and complete to the best of their knowledge and belief. The User understands that any false statement will subject them to disqualification.
- All information is public record in accordance with the California Public Records Act.
- Refunds - Upon written request from the permittee, refunds of permit fees may be made to the permittee in an amount equal to 80% of the permit fee, exclusive of the issuance fee; except that no permit fees shall be refunded under any of the following circumstances: (1) 180-days has elapsed from the date of the issuance of the permit or (2) inspections have been performed by the Building Safety Division
- If a permit has been erroneously issued, 100% of the permit fee may be refunded.

OWNER BUILDER DECLARATION
I hereby affirm under penalty of perjury that I am exempt from the Contractors’ License Law for the following reason
(Section 7031.5 Business and Profession Code): Any City or County which requires a permit to construct, alter, improve,
demolish or repair any structure, prior to its issuance, also requires the applicant for such permit to file a signed statement
that he or she is licensed pursuant to the provisions of the Contractor’s Licensed Law (Chapter 9, Commencing with Section 7000 of Division 3
of the Business and Professions Code) or that he or she is exempt therefrom and the basis for the alleged exemption. Any
violation of Section 7031.5 by any applicant for a permit subjects the applicant to a civil penalty of not more than
five hundred dollars ($500).
I, as owner of the property, or my employees with wages as their sole compensation, will do the work and the structure is not intended or offered for sale (Sec. 7044, Business and Professions Code: The Contractor’s License Law does not apply to an owner of the property who builds or improves thereon, and who does such work himself or herself or through his or her own employees, provided that such improvements are not intended or offered for sale. If, however, the building or improvement is sold within one year of completion, the Owner Builder will have the burden of proving that he or she did not build or improve for the purpose of sale).
I, as owner of the property, am exclusively contracting with licensed contractors to construct the project (Sec. 7044, Business and Profession Code: The Contractor’s License Law does not apply to an owner of property who builds or improves thereon, and who contracts for such projects with a Contractor(s) licensed pursuant to the Contractor’s License Law).
I am exempt under Section , B. & P. C. for this reason.
WORKERS’ COMPENSATION DECLARATION
WARNING: Failure to secure workers’ compensation coverage is unlawful, and shall subject an employer to criminal penalties and civil fines up to one hundred thousand dollars ($100,000), in addition to the cost of compensation, damages as provided for the Section 3076 of the Labor Code, interest and attorney’s fees.
LICENSED CONTRACTORS DECLARATION
I hereby affirm under penalty of perjury that I am licensed under provision of Chapter 9 (commencing with Section 7000) of Division 3 of the Business and Professions Code, and my license is in full force and effect.
CONSTRUCTION LENDING AGENCY
I hereby affirm under penalty of perjury that there is a construction lending agency for the performance of the work for which this permit is issued (Sec. 3097, Civ. C.).

I certify that in the performance of the work for which this permit is issued, I shall not employ any person in any manner so as to become subject to the workers’ compensation laws of California, and agree that if I should become subject to the workers’ compensation provisions of Section 3700 of the Labor Code, I shall, forthwith comply with those provisions.
